If you search the internet, there are plenty of articles that talk about a limitation of Windows server 32-bit and it's ability to run with 4+ Gigs of RAM.

Customers who notice driver / board detection issues or SDK operating issues have been asked to add the /maxmem=3500 in to their boot.ini file to limit the RAM seen by the system to 3.5 Gig.
