Cant call out

hi everyone,
i had some problems which are i cant make a call.
i'm using the GSM module.

when i want to call my number +60172347865,
it automatically cut off.

here i attached the outbound route and gsm setting.

What happens if you try a Custom Dial String like 'GSM/1/$OUTNUM$' ?
